28th Constitutional Amendment, 38th State, @TammieJennings, Equal Rights Amendment, ERA, Marlene Waymack, Tammie Miller Jennings

Circle almost complete

The Prince George Democratic Committee adopted a resolution in support of the Fair Pay Act and the Equal Rights Amendment on December 6th. The Democratic Party of Virginia adopted a similar resolution on December 8th. The Prince George Board of Supervisors adopted a resolution in support of Ratification of the ERA on December 11.

Feels like a drum roll doesn’t it?

The important thing is that all three adoptions were unanimous!

In Prince George County it was SupervisorFloyd Brown, Jr. of District 1, who navigated getting the resolution on the agenda and carefully building bipartisan support for this nonpartisan resolution. Tammie Miller Jennings, a published author and activist, as well as a Prince George County resident, provided the history and rationale for support of the ERA to Supervisor Brown. That background must have been compelling.

A Prince George citizen spoke against the resolution during the comment period, positing that the resolution was not “germane” in that it had nothing to do with governance duties in Prince George County. Fortunately, his opinion was not persuasive. The resolution passed unanimously, including a ‘yes’ vote from the vocal opponent’s grandmother, Supervisor Marlene Waymack, who is on the far right in the header picture.

Supervisor Marlene Waymack (left) with PG Dems Chair, Carroll Briggs

The drum roll continues as similar resolutions are being considered by localities and organizations across the Commonwealth. The final roll will be when the Equal Rights Amendment comes up for a floor vote by the 2019 Virginia General Assembly. If Virginia ratifies the Equal Rights Amendment, it will be the 38th state ratification of the ERA. With this ratification the #ERA will be on the path to become the 28th Amendment to the Constitution of the United States, to-wit:

Equal Rights Amendment

Section 1. Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex.

Section 2. The Congress shall have the power to enforce, by appropriate legislation, the provisions of this article.

Section 3. This amendment shall take effect two years after the date of ratification

Regular PG Dems Meeting:

Roughly 40 Democrats attended the monthly business meeting of the Prince George committeeatwork3Dems on March 1st.  The theme of the evening was “Volunteerism, Involvement, and Activism” (VIA).  Internally the PG Dems will be working on subcommittee structure, fundraising, and helping our members connect with companion groups to follow specific interests. Externally, we will be building our profile, reaching out and engaging with a number of community groups.

Carroll Briggs, the Committee Chair, asked each executive committee member to share their plans to perform in their officer roles and to describe their efforts in special duties under their purview.

Committee Building:

Pete Washington, Vice Chair, has an especial interest in attracting new Committee members, particularly younger members.  He asked each member to invite a possible new member to the April meeting (5th).

“VIA”: Volunteerism, Involvement, Activism

committeeatwork (2)Tammie Miller Jennings, the Secretary, recommended that we develop some survey or method to determine particular political or volunteer interests of our members so we can help connect them with other groups in the greater Central Virginia area so that our network grows beyond the Committee.  One aspect of involvement is to also understand what Committee roles or subcommittees that appeal to individual members.  Everyone needs to be involved and recognized.  It was specifically discussed to have a hospitality subcommittee and a membership committee.  Tammie is at right in the red & white stripes.

Fundraising:

Our Treasurer, Juanita Thorne, emphasized the need for the Committee to engage in fundraising.  She considers the members of the Executive Committee as de facto members of the fundraising committee, but she circulated a signup sheet for other members of the committee to volunteer in the fundraising effort.

Chair’s Comments:

Chairman Carroll Briggs, urged every person present to consider their interests and share them with any member of the Executive Committee, to bring a guest to every meeting.  He thanked Lillian Boyd and Pete Washington for refreshments and also thanked Juanita Thorne and Pete Washington for the door prizes.

BOS Update:

FJ Brown, District 1 Board of Supervisor Member, advised that the March 7 County Budget Work Session would be devoted to the School portion of the budget.  He also advised that the March 14th Budget Work Session had been canceled, but that a new date would be set on March 7.

4th Congressional District Committee Update:

Carol Woodward updated the Committee on the activities of the 4th Congressional District Committee and the Central Committee, both a part of the Democratic Party of Virginia.  Delegate Lashrecse Aird (63rd Virginia House District) is the Chair of the 4th CD Committee and Carol is the Secretary.

See everyone on April 5th!

We did an extensive article on the upcoming election a few days ago, but updating from there, the candidate packets for the special election for the County Treasurer are now available with August 18 being the deadline for candidates to file for the office.  Katherine advises that one person, so far, has picked up a packet.

Katherine’s handouts:

first a caveat … the author’s scanner is inserting a blank page between each document. Apologies will try to get that fixed shortly.  There are only three pages of real documents.

Challenges for rural campaigns:

Sheila Bynum-Coleman

Sheila-Bynum Coleman

Sheila Bynum-Coleman, the Democratic candidate for the 62nd Virginia House District, shared some of the strategies she is learning from the Rural Caucus of the Democratic Party of Virginia (DPVA) and other organizations, about how to campaign effectively in rural or exurban districts.  Needless to say, religious communities can play a major role in this effort, directly or indirectly, congregations are fertile sources of voters and campaign volunteers.  How best to reach them?  Providing literature and speaking when allowed are terribly important musts for a campaign.

Rebecca S. Colaw, the Suffolk lawyer who is the Democratic candidate for the 64th Virginia House District, was on her way to the meeting when she was stalled by a massive traffic jam in a more populous area of the district.  The 64th covers about 80% of Prince George County in terms of territory and voters.  We tend to forget about the 64th because the current Republican incumbent did not make himself available to Democratic constituents.  Though we are on the northern fringe of the 64th, Prince George represents the second largest voting locality in the 64th.  Rebecca reported by phone that she and volunteers are planning on knocking on Prince George doors in late July.  She is also using Facebook extensively and asks that we like her page and share it with our friends and other pages.

At this point, Delegate Lashrecse Aird  (63rd Virginia House District) is unopposed, but she still needs the support of those in her district to continue her work on behalf of our Tri-Cities area.  She and Delegate Price (95th) are hosting a webinar on July 12th at 6:30 pm to discuss new laws which went into effect on July 1.  You must rsvp to attend the webinar at www.tinyurl.com/AirdPriceWebinar.

Also in attendance were Floyd Brown, Jr. (“FJ”), candidate for District 1 Board of Supervisors, and Leila Holmes, Candidate for District 2, Prince George School Board.

Remember that all of our candidates need our support … donations, knocking on doors, sharing Facebook messages, texting, and or calling others on their behalf.

Carol Woodward is available to answer any questions about the recent meeting of the 4th Congressional District Committee on June 17.  It was a great first meeting of the reorganized 4th CDC.  We had a great time and were entirely inspired by Lieutenant Governor Ralph Northam, his recent primary opponent Tom Perriello, Senator Mark Warner, and our own 4th CD Congressman, Donald McEachin.

Some upcoming events to get on our calendar:

August 4 & 5 – Community event at Union Branch Baptist Church, Prince George

August 19 – Community Day in Hopewell

August 24 – Back to School Fair, Scott Park, Prince George

We may be able to have a booth at each of these events to register voters, sell our candles, and assist our candidates.
